TECNALIA organises a conference on the new European Construction Products Regulation

It will take place on 20 March from 10:00 to 13:15 at the TECNALIA facilities on the Zamudio/Derio Campus (building 700) of the Euskadi Technology Park, with the collaboration of the Ministry of Tourism and Industry, the European Organisation for Technical Assessment (EOTA), the BUILD:inn Cluster, Certinalia and the Basque Government.
The research and technological development centre TECNALIA is organising a conference on the new European Construction Products Regulation this Thursday 20 March from 10:00 to 13:15 at its facilities on the Zamudio/Derio Campus (Astondo Bidea, Building 700), with the collaboration of the Ministry of Tourism and Industry, the European Organisation for Technical Assessment (EOTA), the Basque construction cluster BUILD:INN, Certinalia and the Basque Government.
The new European Construction Products Regulation (CPR 2024/3110), which will replace the current regulation in force since 2011, was published on 18 December 2024. Its effective entry into force will take place on 7 January 2025, although with a series of requirements that will be introduced progressively from 12 months later.
The conference, which will be attended by around a hundred people, will serve as a basis for the management of the CE marking in accordance with the European Construction Products Regulation, providing attendees with an understanding of its implications and key requirements. TECNALIA is a benchmark as a construction laboratory in the evaluation of innovative construction products.
It is aimed at manufacturers of construction materials, products and systems, distributors of construction materials, products and systems, managers and technical managers, development, purchasing and quality assurance departments, construction and engineering companies and specifiers.
The new regulation introduces several significant innovations:
Standardisation process: the Acquis process is established, so that the resulting harmonised standards respond to the needs of the Member States. It also establishes the Harmonised Zone, which provides an EU regulatory framework to ensure that CPR-compliant products can be marketed in all Member States without the need for additional certification.
Sustainability and circular economy: The reuse and refurbishment of construction products is promoted, encouraging more sustainable practices and reducing environmental impacts.
Digitalisation: The Digital Product Passport is implemented, facilitating access to detailed information on the characteristics, performance and conformity of products.
The new European Construction Products Regulation (EU) 2024/3110 establishes specific obligations for manufacturers and distributors of construction products.
For manufacturers, they must ensure that their products comply with harmonised technical specifications and essential safety and sustainability requirements, involving, if necessary, a Notified Body. This includes drawing up an accurate declaration of performance and conformity and affixing the CE marking on the products. In addition, they are required to provide detailed technical documentation and ensure product traceability.
Distributors are responsible for verifying that products placed on the market bear the CE marking and are accompanied by the required documentation. They must ensure that storage and transport do not compromise the conformity of the product with the established requirements.
Thus, when purchasing construction products, it is essential:
Check the CE marking: it ensures that the product complies with the requirements for marketing in the EU.
Check the declaration of performance and conformity: This provides information on the declared characteristics and performance of the product.
Assess sustainability: Consider the environmental impact and energy efficiency of the product.
Confirm traceability: Ensure that the product can be traced back to its origin, guaranteeing its authenticity and quality.
